Subject: Petition under Community Charter s.82 concerning Resolution R26/14-10

I submit this petition to Richmond City Council under section 82 of the Community Charter.

I respectfully petition Council to:

receive this petition and place it before Council;
clarify what source materials and translations were reviewed before R26/14-10, whether the person referred to was invited to respond, and what action was taken under the direction concerning the BC Human Rights Tribunal; and
consider whether reconsideration, rescission, amendment, or another transparent process is appropriate after that record is clarified.

This petition does not defend discriminatory expression. It asks Council to address the issue on a complete and transparent record.
