Community Charter s.131 允许 Mayor 在会议当日或其后30日内，要求 Council 重新审议并再次表决。居民可以提出请求，但不能直接启动程序，也不能保证结果改变。

s.131 法理基础
这项权力属于 Mayor，而不是居民。Mayor 可以在会议当日或其后30日内要求 Council 重新审议并再次表决；居民只能请求 Mayor 考虑使用这项权力。
重新审议不保证结果改变。法条也没有规定居民提出请求后，原决议自动暂停。发送前应确认法定期限是否仍然开放。

Under section 131 of the Community Charter, I respectfully ask you, if the statutory time limit remains open, to require Council to reconsider and vote again on Resolution R26/14-10.
The published minutes record the resolution, but they do not show what complete source materials or translations Council reviewed, whether the person referred to was invited to respond, or what process was intended by the direction concerning the BC Human Rights Tribunal.
I ask that these questions be clarified before Council decides whether to confirm, amend, or reject the resolution on reconsideration.
This request does not defend discriminatory expression. It asks Council to address discrimination on a complete and transparent record.
